The household of which no member is an adult, i.e. between the age of 16 to 59 years, shall be eligible for priority.
The household in which a woman is established as the head of the family and in which there is no adult member, shall be eligible for priority,
The family whose member is not more than 25 years educated will be eligible for priority.
The household in which there is no disabled member and no adult member will be eligible for highest priority etc. are some such eligibility which has been fixed for rural environment.

Eligibility of the scheme for urban areas-

The eligibility of rural areas for this scheme has been kept as follows-

Those families who live below the poverty line,
The head of the family is a woman and
The family in which there is a disabled person and there is no adult member etc.

Different phases of planning

Some of the different phases of the plan are as follows-

Under the first phase, work was done in 100 cities of selected states from April 2015 to March 2017.
Under the second phase, 200 other cities of India will also be included in this from April 2017 to March 2019 and homes will be given to the homeless,
Its third phase will run from April 2019 to March 2022, in which other remaining cities will be included and developed.
